The idea of a splash park began germinating in Madras going as far back as 2014, with aspirations of a simply designed 800 sq ft park for children and families to enjoy.

Oregon State University Open Campus started a program in Madras called Juntos, which means together in Spanish, with the goal of supporting Latinx students and their families make the journey to college after high school graduation.

Yarrow residents had been exploring ways to improve on the park equipment for years. The park consisted of two big-kid swings and a climbing frog that had seen better days.
